Scope of work
The MBTA seeks an experienced fuel-hedging advisor for program strategy, market monitoring and analysis, price-risk management, authorized transaction execution or facilitation, post-trade documentation, reporting and settlement verification. The RFP requires at least ten years of relevant fuel or energy commodity hedging experience. The initial term is three years, with up to two additional one-year renewal options. The advisor must obtain MBTA authorization before executing or facilitating transactions. Submit separate technical and price responses, the required bidder forms and applicable insurance documentation through COMMBUYS. The November 19 response deadline is separate from later estimated contract execution and service-start dates.

Source notes
- The current RFP 122-26 retains a COMMBUYS-number placeholder and one older RFP 16-24 reference. The official notice and attached insurance identify this procurement; use the current COMMBUYS record for amendments.
- The prebid presentation is informational and expressly does not override the RFP or COMMBUYS. Its estimated January 1, 2027 start differs from the RFP's December 31, 2026 estimate; neither is the response deadline.
