Source notes

  • The RFR literally requires employment-based sponsorship expertise and at least five years of trademark prosecution and renewal experience; its evaluation separately emphasizes more than five years of relevant immigration practice, government clients, active Massachusetts licensure, and insurance. Both qualifications are retained; no waiver or template correction is assumed.
  • The environmental response workbook includes generic instructions/evaluation tabs with placeholders; its required bidder form permits N/A. Those generic tabs do not override the specific RFR evaluation.
  • Public COMMBUYS source and its headless rendering were checked October 27; neither exposed Bid Q&A controls or separately linked answers. Bidders must monitor COMMBUYS for amendments and any account-visible Q&A.
  • Sponsorship filings or related matters are outside the base assessment unless separately authorized in writing and priced. The estimated December 7 start and FY27 follow-up are planning terms, not an earlier response deadline.
