Scope of work
Lease and operate the City-owned University Plains Speedway kart-racing facility. The lessee will manage race scheduling and race-day services, facility maintenance and mowing, customer service, marketing, safety, revenue tracking and financial reporting. Submit operational, financial and marketing plans, qualifications/references, proposed capital investment and five-year lease payments for 2027–2031. The RFP requests one unbound original (maximum25 pages), five bound copies and a digital copy. A site visit is encouraged rather than required, although the scoring table allocates15 of120 points to attendance. Insurance and a$1 million performance bond are required.
