Source notes
- Specification contents page has stale section/page references. Emergency response fee on p46 says one fee per location but uses HR as its unit; source clarification is needed for pricing.
- Instruction p4 conditions commencement on approvals/effectiveness, while special term p30 states February 1, 2027. Boilerplate p4 mentions extensions despite express no-extension terms; p27 references Aviation procedures in this Parks solicitation.
